北京时间3月20日，据《卫报》报道，英超计划对即将于下赛季引入的新支出规则进行调整，以便为俱乐部在转会市场上提供更大的灵活性。
据报道，根据去年11月批准的球队成本比例规则（SCR），各俱乐部未来只能将收入的85%用于球员支出，一旦违规需向英超缴纳一笔用于分配给其他俱乐部的罚款。若俱乐部支出达到收入的115%，将被扣除6个联赛积分。
在周四举行的股东会议上提出的一项修订条款中，连续两个赛季未用满85%转会费限额的俱乐部，可在第三个赛季结转最多10%的未使用额度，从而允许其在突破支出上限时免于罚款。举例来说，某俱乐部若连续两个赛季在转会、球员工资及经纪人费用上的支出仅占收入的80%，则在第三个赛季最高可支出收入的95%。
布莱顿在圣诞节前的股东会议上率先提出对SCR规则进行修订。在成立专项工作组后，英超于周四向各俱乐部通报了研究结论。据《卫报》了解，20家俱乐部均未对该提案提出异议，预计将在本赛季结束前通过邮寄投票方式正式批准。
各俱乐部下次会议要等到六月份的年度股东大会，而他们希望在夏季转会窗口开启前尽早敲定SCR规则。布莱顿提出修订的原因是担心SCR实际上会惩罚他们及其他运营良好的俱乐部，这些俱乐部从未触及盈利能力和可持续发展规则（PSR）的红线，新规将剥夺他们储备PSR空间以备后续使用的灵活性。
英超所称的“征费抵免机制”被视为一项小幅的让步，预计将获得全票通过。抵免额度比例被限制在10%，以避免给参加欧战的俱乐部带来优势，欧足联的SCR（特殊征费规则）门槛设定在收入的70%。
